Liquidity Management in the New Era 

Speaker: Jeff Avers & Ron York

Times have changed. Over the last few years we have experienced unprecedented turmoil in the financial markets. Many of the conventional liquidity management techniques are no longer applicable. Examples of recent unusual circumstances include the extended low rate environment, a flat yield curve, government guarantees, unlimited FDIC insurance, recession followed by no or low growth economy, freezing of the short-term debt markets, surprise downgrades, repeal of Reg Q, counterparty illiquidity and/or bankruptcy, etc.. Contemporary liquidity management practices that are generally not currently viable include the sweeping of excess cash, reliance on money funds as a low risk / high relative return vehicle, enhancing core and strategic cash returns through duration extension and/or pushing the credit risk envelope and the use of less liquid instruments to drive returns (i.e. auction rates, VRDNs, multi-year floaters with a 3-month reset, puts, etc.).
